Riders Neil Callan and Shane Kelly have been referred to the Jockey Club after they clashed in the Lingfield weighing-room on Wednesday.
The altercation took place just before they weighed in following the betdirect.co.uk Maiden Stakes and was caught on a video camera operating in the weighing-room.
The stewards looked at a recording of the incident and interviewed both riders as well as weighing-room security officer Graham Prentice and stipendiary steward Paul Barton, who were witnesses to the event.
The jockeys face charges under rule 220 (ii), which states that no person shall act in a violent or improper manner on racecourse premises.
Barton told At The Races: "Because I was standing at the scales waiting for the jockeys to come in, I was actually involved in what went on as a witness.
"I then had to give evidence in the inquiry which followed. I did not sit on it as such. I'm afraid I cannot give any more details about what actually happened in the weighing-room.
"The rule they have been found guilty of is regarding violent or improper conduct on racecourse premises, and the stewards have referred it on."
The jockeys clashed after Callan, riding eventual 2-1 winner Rock Music, interfered with Kelly's mount Elopement, who finished eighth of the 11 runners.
The stewards gave Callan a six-day ban (February 6-11) for careless riding in the one-mile contest.
They found that he had manoeuvred his mount sharply right-handed about five furlongs out, pushing Elopement off her intended line.
Of the inquiry into the race itself, Barton said: "We took the view that Callan had made a manoeuvre in that he steered his mount right-handed and in so doing he moved Elopement off her line.
"We didn't take the view that it was his intention to interfere with Kelly, but it was certainly his intention to get himself out of the pocket that he found himself in."
