Advice On Transferring Favourites

Friends are learning that I can find advice on here to help with PC problems, so they ask me to consult the Talking Horses oracles.

The latest question comes from someone who has just bought a new PC and wants to know whether there is a way to transfer his "Favourites" to prevent him having to start all over again.
 
Can't they save their 'file' to floppy or CD and copy/paste? I'm sure I (or someone on my behalf) did that before.
 
With Internet Explorer:

File -> Import and Export

Choose Export Favourites, then the Favourites folder, and then Export to a File. This will create a bookmarks.htm file in the specified location that he can then transfer to the new computer (by floppy, email attachment, whatever way he likes).

When he has the bookmarks.htm file on the new computer, follow the same steps only this time choose Import Favourites.
