Ante-Post Non-Runner Question

Lists of eliminated horses have been printed in the Racing Post advising ante-post bets should be refunded. Can anyone explain how this works as I assumed it you had an ante-post bet and your horse didn't run it was a loser? Also there is a list for the Albert Bartlett but not the Triumph, surely there were eliminations in both races?

If you're horse is balloted out of the race then you will get a refund on your bet as it's a void bet.

If the horse is not declared then it's a loser as per Ante-Post rules.

By my reckoning there were 29 horses left in at the 5 Day stage for the Triumph Hurdle - looks like there were at least 5 or 6 more in the Albert Bartlett. Given the safety limits it looks like there would be a couple of eliminations from the 3 Mile race and none in the Triumph
