I remember a heatwave in New York a few years back when I was there, and Con Ed took the decision to cut off the supply to the Washington Heights district which was essentially a poor largely black community so that Manhattan wasn't affected. I seem to think this caused about 10 people to die, which in fairness to the normally callous Guiliani, sent the Mayor into an absolute rage. The last I knew he was prosecuting them
