A crude and obvious attempt to get the US raiders back that hate competing on a level playing field - on a surface that unanswerably poses the biggest risk to horse welfare.

Yes, a massively retrograde step. It's a dangerous surface and shouldn't be used anywhere, though I also think that the uncompromising turns at many US racecourses play into it as well.
