Well I don't know about anyone else but if I see a dog wandering the streets I don't ignore it anyway. I have taken in several such dogs whilst trying to contact their owners - as a teenager I received a mouthful for taking someone's dog to the local police station after it wandered, lost, into my garden. I didn't recognise it and it had no collar on it - what else did they expect me to do with it??
