So how many people will be staying at home or hiring someone to sit beside them in their car next week because they haven't got the full licence yet...be honest now :P

I was referring to the Irish Governments intention to prosecute people who are driving on a provisional licence without being accompanied by someone who has a full licence. It's the old law that they are threatening to enforce. I think at one stage it affected over 300,00 motorists. Problem was it took over a year to get a test and there was roughly a 50% failure rate throughout the Country. A complete shambles.

A consequence of this is that solo drivers on a provisional licence will remove their L plates. Not a big deal, but I know I always give L platers an extra 5 foot space when stopped on a hill (etc), and was once grateful for a driver who afforded me that courtesy when I was an L plater.

They seem to think it will stop the carnage on the road. I think that is due to attitude not ability to drive although admittedly if you stand at any roundabout in this Country and watch the haphazard ways in which people negotiate them you would be forgiven for thinking only one in ten ever had a lesson.
