When this is given as a reason for not running, what exactly does it mean?

Running a temperature?
Scoped badly?
Just not giving the right vibes?

Is it an excuse or a euphemism for anything medical or practical (ie they didn't get the price)?

Just curious, as it's so vague...
 
It means that the colour of the money they got on wasn't correct. For example, if im punting the life out of one, I want to be having green €100 notes on it, as opposed to blue €20s. Enough of the right colour on, and it runs. Otherwise it's off.

Hence the term, off colour.

I'm not entirely certain in all honesty DO but I had a conversation over on Twitter with PJA (ex-BHA) man Paul Struthers regarding 48 hour decs and why they work in France (they declare even earlier at times) with very few non-runners but don't seem to work in the UK.

He commented that it was so much easier to make a horse a NR in the UK compared to other racing jurisdictions. I haven't researched how stringent other nations are but if the ground goes from "good to firm, good in places" to "good to firm" after decs for example I believe you can declare your horse a NR, equally you can self-cert on a horse and the only ramifications are that you can't run for 5 days (this is a regular ploy of some trainers who have come under investigation by the BHA over it and is particularly popular from the outside boxes at Chester).

My question emanated from Brae Hill's engagement at Chester today after being withdrawn 'off colour' at York where he was drawn wide.

Turned out the more favourable draw today maybe cost him his chance as he couldn't get on the pace early and he ran in snatches thereafter. I don't think he likes being crowded.

Hope the handicapper doesn't over-react as he still has another big one in him.
