Dear Dr. Reid.

We the undersigned members of the public of Great Britain hereby declare our dissatisfaction with target driven policing methods and excessive government bureaucracy which has left our streets devoid of a regularly visible police presence. Decent, law-abiding citizens are afraid to walk the streets of their own country for fear of becoming a victim of crime.

We believe that the abolition of the ‘beat bobby’ has contributed strongly to public fear as the lack of a visible police presence provides the opportunity for crime to take place. We shall hold the Home Office to account for the re-introduction of uniformed officers on foot patrol in conjunction with officers on mobile patrol. We believe this to be the way to ensure the safety of our streets, drive down crime and overcome widespread public concern and mistrust.

We denounce excessive bureaucracy and paperwork which ensures our police officers spend more time in the station than on our streets. We expect the volume of paperwork to be either reduced or completed by designated others, such as police community support officers (PCSOs) or civilian staff. We similarly denounce target driven policing which is bringing the police into disrepute with the public and again undermining trust.

We do not expect PCSOs to provide our front-line policing whilst regular uniformed officers remain confined to their stations or chasing quick detections in order to satisfy performance criteria. We expect the role of the PCSO to be supportive in the return to our streets of regular uniformed officers.

Trust is indeed the bedrock of policing. Our trust deserves better and therefore we require you to acknowledge the will of the people and bring about a return to sensible, traditional policing methods.

Sincerely,

 IT seemed to me as being a reasonable request to get back at these criminals-thugs and arseholes that now rule the roost, and get our streets and homes back to being basic safe places to walk and live in.

So I had no trouble in adding my name to the said petition, let’s just hope it comes to fruition as well!!!

Yes Gareth its gone down hill, especially the suburbs, here in the Bronx!!! its pretty bad and other areas are on a par with this as well, mature-elderly people afraid to venture out, I attend P.A.C.T. meetings and the problems-troubles are rife here.......
Police are a non entitity unless you want a non arresting police officer, I phoned on Tuesday morning with a possible ASBO to be given to a youth in the street I live, this youth does everything against the laws, stone throwing, vanadalism, etc etc for the past 4yrs...(his parents thinks the sun shines out of his arse) and nothing is ever done.(I caught him on my CCTV on Monday night hence the telephone call to the police on Tuesday morning) Two PCSO's (non arresting officers) arrived today and on seeing the CCTV are going to give this youth a first stage ASBO and speak to the parents.....

Lets hope it frightens him and he sees the light or it may mean, I will be targeted by the parents or him! with threats, but I'LL jump that hurdle when or if it happens????

There's no such thing as a first stage ASBO - it will be just a warning . Only courts can hand out ASBOs .

I can only state what they told me, I said send him a warning letter to his future conduct, and the senior of the two said no we will invoke the first stage of an ASBO.....

I think the writer enjoyed 'Life on Mars' perhaps a bit too literally - I'm sure I wouldn't like to see a return to 'traditional methods' of policing! Biff-bash-bosh! "You're nicked, my son!" :(

The first stage of an ASBO is the issuing of a complaint asking for an ASBO in the magistrates court - an interim order may be sought .

Often local authorities and the police require youths to sign ABCS i.e acceptable behaviour contracts as a last chance before commencing proceedings for an ASBO.

Hmmm... perhaps the writer had a point after all! :D

"I wonder if you'd most awfully mind considering signing this contract to behave nicely, Bazza?"

"F*ck off, ya pansypoofterwank!"

"Oh, gosh - I'll take that as a no, shall I? Okay, byeee, and have a nice day!"

ASBOs are increasingly seen as a status symbol. We have around 15 kids who have them, along with 7 who are electronically tagged. You should see the kids flock around these tossers.

I'm confused. :(

It is simple . Only a court may grant an ASBO . An application is made to the magistrates court by a complaint form . Only a relevant authority may apply for one after consulting the police and the local authority.

The court will fix a hearing at which it will be decided whether the person is a guilty of anti social behaviour to a person not of their household and b whether it is necessary for an ASBO to be made .

Whilst awaiting the final hearing the court may make an interim ASBO if its just to do so, i/e there is strong prima facie evidence , to protect the neighbours etc in the meantime
