There's always going to be a conflict between having competitive dividends and producing more money for racing. Anyone who has been to Chester or Bangor will testify that their tote systems are both restricted and poor value. I hope that they set it up so that the pools can take online money. They could do worse than get some advice from the Australian TAB which has a system that allows you to bet in the open pool or take a price.

If a Tote 'equivalent' is to be introduced, at least part of it should be based on an exchange platform, that has a lower rake than Betfair.
A 2% commission rate would undercut Big Blue, and return plenty more into racings coffers than the old Tote model, I reckon.
