Wonder if anyone can help me please?

My PC was working fine, shutdown ok last night, had a power cut during the night, tried to switch it on this morning and it wont come on. Have checked the leads and the plug fuse, there is a green light flashing underneath where the cable plugs into the back of the PC but it wont switch on.

Any ideas?
