Ok I'll start the charade.

Can someone tell me what 'taxing online gambling at consumption point means'
and what might the consequences be.

How can HM's exchequer see when online bets are being made?

It means bookmakers will be forced to pay tax (though not levy) on bets placed by British-based punters, even if they themselves are off-shore.
 
Yeah it will be and it will likely mean that when it comes to levy negotiations etc that they'll have less money to give to racing.
 
And will this effectively stop offshore bookmakers offering their services if they do not pay the new tax?
I don't see how the British government can enforce this. British laws apply to Britain; the Internet is another matter entirely, no?

No because the punters are physically in Britian so therefore subject to tax.
 
In what sense? They are all on the rock except Coral and Bet365. Coral are moving there but have no timeframe in place.
 
In exactly that sense - If I wanted to restrict my bets to firms who aren't avoiding the levy, what are my choices?
 
All of them on the rock who don't have a bricks and mortar retail presence in Britan.
