How so? If you're going to boast about how you broke the law on a website such as that then I would suggest that he's too stupid to not be tagged.
 
But a lot of people don't really see speeding as breaking the law, and probably think the police have too much to do rather than sit surfing websites looking for confessions about naming the wrong driver for a speeding offence.
