Tote Dividend

I have just been baffled by a shot on ATR

It stated Hold The Bucks place dividend 0.97

That means if you placed £100 place, it returned £97.

I'm sorry but how is this possible ??

Surely a mistake by ATR, I can't see how you can place a winning bet and get less back ?

The minimum dividend for the Tote used to be £1.05, it must have changed.
