Underweight for rating

Can anyone explain why George Woolf (Running today at Hereford 7.10) consistently carries less weight in handicap than his rating?

Today is rated 115 but is carrying only 1lb more than thenext horse Bathwick Man off 110.

It has been this way for the last 3 races (noticed it first when he won 3 races ago.

No claimer, no weight for age etc , am I missing something or is it just a RP database error? The rating is correct.
 
Yes it's that. Thanks. Always thought it said somewhere on the race conditions if any applied.
 
Another weight related query...This time overweight.

In the 5.00 handicap at Musselburgh why does Mujaadel run off 70 when he is rated 68?
 
He's due to be dropped 2lb after his defeat at Thirsk a week ago but his new rating hasn't taken effect yet.

In effect, he's 2lb behind the handicapper!
 
How long does it take for the handicap mark to kick in? He ran a week ago.

In the earlier race Berbice ran the same day a week ago, but runs off the new mark today.
