They haven't charged anyone yet AFAIK; it'll be police bail - i.e. they can't leave the area and can be brought back in for questioning again.
 
Tragic situation.. condolences to the lad's family..

As for how to stop it, I personally don't believe bringing back capital punishment will do a damn thing to stop this sort of thing continuing..

It only seems logical to me to tackle the problem at its roots, which seem to be the culture of drugs and gangs (intertwined of course) that seem to pervade so many areas of cities in both the UK and Ireland.. easier said than done I know, but the whole thing is really largely up to the local authorities to step up and deal with the situation..

If you really think hanging the culprits is going to put an end to this you've got it the wrong way round in my opinion.. this problem must be tackled at its roots..

Well capital punishment doesn't work either as there wouldn't be people on death row in the US at present, nor would we have ever hung anyone when it was still in force here.

The problem is, you can have as many punishments as you like, but if people don't think they will be caught, they don't think about what will happen to them.

I think you need to start from the bottom. Zero tolerence for any crimes. Take everyone to court if they are caught doing something, no more cautions.

Get the police out there actually catching criminals, give them something to fear.
