I think the view expressed on here that this is about getting the government to change the law to allow casinos, and nothing else, is probably correct.
The whole concept including the landscaping seems to have been airlifted out of Kentucky or somewhere, including the cringe-making idea to build a replica of the White House.
The racecourse element is clearly an add-on to generate interest in the project and no effort has gone into its design. There are even hundreds of trees in the middle of the 'course' to make sure the racing would be invisible from the stand, which by the way looks much too small for the claimed capacity of 15,000.
Forget Two-Mile-Borris, this is two-mile boll*x.
