Today I haven't been happy with the quality of TV picture when streaming stuff so I did a check, a screenshot of which I attach.

I don't know the first thing about this kind of thing so was just wondering if this reading would account for what I'm seeing on my telly?

On the picture very little

Latency refers to how quickly you get a response.

My thinking is two things.

Wherever you were streaming media from, may have been a server that was slow at the time

You should get into the habit of restarting your modem once every two weeks at least and also clearing your caching cookies pretty regularly.
