Any thoughts on the Ascot draw?

It has been said in these Halls that the Ascot straight course draw is unsolvable - I personally think there can be patterns and reasons (like a CoC intervening with overnight watering to correct an apparent bias) for changes from day to day.

I think much might depend on how much rain we get but, as it stands - and looking at the results at the last meeting - I'm inclined to think low numbers might be favoured.

This might sound like a stupid question, and reading USA's post above leads me to believe the draw for Ascot starts with number one closest to the stand rail and the highest drawn number is closest to the far rail, but who decides whether its 1 to the inside or to the outside when stalls are positioned on a racecourse?
Is there a set rule, i.e always left to right or right to left, does it depend on whether its a right handed course or a left handed course?
 
I made a mistake (now edited) above - apologies.

Nowadays on UK racecourses the low numbers are on the inside regardless of whether it's a left- or right-handed course.

At the last meeting, while it wasn't entirely one-way traffic, on the Friday Shout (drawn 4 of 17) won decisively over 1m and on the Saturday Native Warrior (drawn 4 of 20) won over 7f.

Imo,high drawn went too quick on the soft (RP timed) ground,leaving Shout with an untroubled passage to the
front..

220 ascot. 1st drawn 1 but ended up opposite side.
I didn't expect them to track over to this side.
