That's got nothing to do with whether it's right or wrong, it's probably predicated on the likelihood of survivability - premees are notoriously fragile to surgical procedures.
If there are spare lungs, give them to those dying of lung disease. Donated organs are usually granted to those with the best-estimated rates of survivability. There are people who work very, very hard, and because of it they induce heart attacks. By your logic, they shouldn't receive new hearts, because they've caused their own heart attacks by working too hard! There's no morality attached to any of this stuff - it is what it is.
