I think I tempted to believe Lord Smith in that, with the hundreds of millions spent over the last ten years, 1.5 million homes have been saved this dreadful flooding situation whilst unfortunately 5000 homes have not.
To me, emotions apart, I think that's a win.
Pickles seems intent on talking like the admin numpty he is, whatever happens apologise for everything but make sure to blame others.
