It may mean the government will control the levy,and wrest control of our sport from the bookmakers?

Not sure how the prospect of a dramatic hike in betting duty can be great news as books will offer even less value. Agree that bookmakers have too much control but putting that control in government hands is unlikely to be a positive move IMO

2p in the £1 to racing would more than cover the levy,and the government don't need be involved,apart from collecting and distributing the revenue.
