the vision of peace everywhere in the world may well and probably is utopic as hardly likely due to human nature
the legal use of drugs in the world may as u put it be utopic but for different reasons
of course if you legalised drugs there would still be some illegal ones sold but the market for illegal drugs would be much much smaller and therefore easier to police
secondly for major cime organisations like the american mafia drugs is just a commodity to make money with if the profit margin is dramitcally reduced and the chance of being caught is increased the motive for selling them will not be there they will move on to something else
thirdly if the producers are receiving less funds from such organisations the reason to produce in such quantities will also vanish
as to continuing to mix drugs with other chemicals it may still go on but at a much much reduced level as the profit will not be there nor will their clients whom will find it much easier and more safe to buy it from legalised outlets
as to the syringes society is already paying for the price of drugs through increased costs to the health system , much of crime in western society is related to drug abuse.
and at present the profiteers from the sellign of drugs pay nothing whatsover to these costs
at least if they were legalised the profits of drugs could be diverted back into the system to pay for the effects of the drugs
