Problem lies in getting rid of them. The law as it stands makes it much easier to take someone on than to get shot of the incometent ones - especially in the public sector.
 
Aren`t I glad I`m out of it. Difficult to disagree with anything said. Morale has been plummetting for a long time...droves of experienced staff have left and the staff now are so poorly trained they just don`t understand the job. And as for Hartnett!! Well, he worked in my old office for quite a while and how he has gotten to the top defies belief! And therein lies the crux of the problem. As with any poorly performing organisation , it`s the men at the top who are responsible. A ruthless cull of the top men would be a step in the right direction but I doubt whether it will happen. More likely a cull of the lower orders.
