I think the business model is quite straight forward. They already have the virus definitions files available from their business and premium products, so it costs them little to make it available on an unsupported basis to the public.

Equally to enable them to persuade businesses and personal customers requiring support to switch to them from the more recognised brands they need a strong reputation based on a large customer base. The two are self-fulfilling.

In a loss-leader kind of way, it also gives them the perfect platform to target "free" users with upgrades to paid for support or add-ons (such as firewalls, spyware scanners etc.).
