This is going to make me sound like a real numpty but …

I have a Samsung phone (on a T mobile contract which I am closing down) and wish to start afresh with a pay as you go contract (preferably EE).

Can anyone tell me if it is simply a case of buying an EE sim card and top up?

Not sure if this is much of an answer, Monty, but aren't T-Mobile and EE part of the same group? A call to the T-Mobile support team might get you a quick answer, without the aggravation of them trying to convince you to stay with them. They might just have a slick process for transitioning contracts between the pair.
 
are you wanting to keep your number? whats your useage like, payg might not be the best option, nor might staying with EE.

If you want to stay with T-Mobile they will convert your existing sim into a payg sim at the end of the contract if you ask, but you will likely get a good retention offer depend on what you use a month too.
