Unlike Clinton (who routinely did) Bush never even takes telephone calls from Mandela, so he's a bit cheeky trying to invoke him thus. It's his delivery of this faux par that's so funny. It's almost as if he's talked himself into corner, then starts scrambling and hesitating as he tries to stutter his way out, by way of a half explanation that he was trying to be metaphoric
