I don't have it, so not sure. Try Tools > Options > Settings or something similar. Find the tab where the security settings are and they should be High/Med/Low/Custom - if they are not at Medium try setting them like that.

The clear your temporary internet files, including cookies, restart the browser and try again.

Spend some time going through:

with particular reference to the "Remove and reinstall all USB controllers" bit.

Just make sure you set a restore point and back up important data beforehand...
