Question For Those With Email Technical Know-how

A friend is on NTL email, as I am. He recently had a problem in that he was being told that his email box was full and he couldn't understand why. Eventually he got someone from NTL to reply in writing. This is what they said:

Thank you for your recent e-mail.

You are automatically sent a High Watermark e-mail when you have messages awaiting download on the ntlworld server. This message only relates to messages on the ntl webmail service, as generally when the mail is downloaded to your PC it is deleted from the server.

NTL have imposed a (webmail) mailbox storage size of 10mb. This means that if you are trying to send / receive an email that is say 5mb but already have approximately 6mb of data stored on the server it will simply reject the request.

Remember that Webmail is in theory still 'on the server', therefore all folders and data stored on webmail will contribute to the storage space that you are using up.

This does not affect or included e-mails stored on your PC.

We don't understand why if "when the mail is downloaded to your PC it is deleted from the server" they don't just download it to his PC then?
 
He has to download it himself by checking for new messages in his email client (Outlook express?). If he's on broadband it shouldn't take too long to download the 10Mb of messages waiting on the server.
One possible explanation for the email telling him his mailbox is full could be someone trying to send a number of large emails. The server will quickly fill up to 10Mb and then any emails that people try and send may get rejected because there is no allocated server space free. Has he visited www.ntlworld.com and gone to the webmail page? If he logs in (using his email address and password) he can view his messages without having to download the attachments to his PC. Any that are too large can be deleted.
When I was still on dial up some years ago, a friend tried to email me a 32Mb file which clogged up my mail system for days until I found out what it was and contacted my ISP to delete it.
