Question re extra weight

As someone who doesn't bet I don't take a lot of notice of the weight a horse carries. I was surprised to hear On Luck on Sunday at the weekend Nick Luck state that horses always carry 6lbs extra than the weight printed in the racecard or wherever. Why is this ? Is it the weight of the tack, extra equipment or for another reason ?
 
I seem to remember something about a temporary increase in the allowance below (COVID related?), maybe that’s it.

“ Jockeys will be given a 3lb weight allowance to compensate for the weight of the safety vest, and an additional 1lb weight allowance in Flat Races in December, January and February to allow for extra clothing.”
 
So a horse listed as carrying 11st 10lb at the top of the handicap is actually carrying 12st 4lb then.Must be a case for restructuring maximum weight in the interest of the horses surely.
