I'm getting as far as Advanced but after that I'm not seeing File Open Preference.

Let's give a quick try to the alternative solution, if it works I think you'll like it. What browser do you normally use?
 
See the shortcuts just under the 'search the web' bar. One of them should say 'add shortcut'. Click on that, get your URL, insert it, give it a name (eg S3 bus)

That should be it, a clickable link every time you go on Edge. You can add others like WH, RP etc
 
It's a similar principle, just this way lays them out very easy to see as you see mine in the image. If you bookmark them, they go on the bookmark bar. Pretty much the same result, but as you add bookmarks it eventually pushes off the oldest so it's out of immediate view You can still get to them easily enough, just needs an extra click.
