President Obama's phrase:

“The pursuit of power among nations must no longer be seen as a zero-sum game. ...

Can anyone shed any light on the meaning of this?

It's means one country can't "win" a situation causing an exact "loss" to another country in the same situation. It is a closet new world government/new world order reference.
